They are using intel mainly from above. Dictatorships need public dominance to create fear among the suppressed to enforce their will.
These places are visible. They show might and strength. Being destroyed they show vulnerability. Coming back into them to be hit again and again shows incapability of changing.
Resistance hides, avoids, adjusts, does not talk, is not visible and is not heard. They do not exist in the public space. They run in the shadows the system creates by standing in large spot-lights.
Those are shut down by bombs out of the skies.
Soon, we all go against each other in the streets, houses and apartments being all on one level. No light means no dominance and no shadows.

When you expand the scope to the Islamic Caliphates and the Persian world during their medieval peaks, the number of "independent or semi-independent" units grows by at least another 250 to 500, bringing the total across the Western and Middle Eastern world to roughly 1,100 to 1,500+.
