Then you add that two stiles of living dominate the region, which is as big as Europe with the Mediterranean: Settling and Nomadic.

I understand the plan, not what is the reality.
There are two problems now. There is no drug route crossing through the area. If BOPE further shuts down the southern route through Brazil into Europe's users, manages to build a Latin Anti-Drug Unit operating all over the Southern Continent and the U.S. with Chinese focuses on securing African ports from drug running, that plan is not happening and drugs start floating around on detours until eventually reaching users, which would increase the War on Drugs by Piracy, but turn all disputes it into small arms fire in small shoot outs.
Then not entire regions are dangerous, but only specific spots.
The more difficult establishing major drug routes becomes, the closer drug production needs to get to the user and the more drug wars are turned into small gang fights on the routes further separating and segregating them from us sober.
