That means, that if there is an energy crisis that cannot be fixed by the existing companies they must make space for better companies. This cannot happen by total destruction in terms of a crash, but transitioning to that better system.
The ideal energy grid is smart, which means it is sensor controlled and meets demand. It is save and durable, which means it creates no long term pollution and toxic waste. It is reliable and sustainable, which means it has not main points of failure by creating energy at its best points using the best possible ways by being as simple in all parts as possible and as high-tech as needed.
I use that example, not because Germany gets now fucked for violating every single contract the Russians ever signed, by Russia through source material blockage, but every online AI can turn that into an understandable strategy broken down to every level, from a tenant in a major city to a farmer to a manager in an oligopoly corporation or political decision maker.
