The military strategy the General describes is hardware for taking and holding, like the Porsche and Piech Family still holds Wolfsburg and VAG no matter their collaboration with all Nazi organizations and therefore justified end by a Firing Squat. We can't tell how deeply they are today involved in racist and fascist Secret Service actions, but it is worth a look into comparable German Clans considering their history.
This also is the difference in Taking and Holding Ground to Seek and Capture. This means a very different set of military hardware ready for action. The great news for U.S. and Russian Military is that the Seek and Capture equipment is also effective against classic artillery and deep strike hardware by targeting the human in the loop on the battle ground and ordering human in the background.
It would mean an Underground War instead of moving large amounts of material over soil causing conspiracy theories and no Wochenschau pictures.
