The idea of GTA is to put about tow dozen places on this planet into one town in an educated guess what will happen off boarders and in no need of an international air carrier.
It is actually in that sense, pretty realistic. L.A 90ies corrupt cops, Mexico City Street crime, Bogota fire fights, Frankfurt Bahnhofsviertel Junkies and Alaska gun laws, but no concerned citizens like Sktr or Black Panther Party. It shows exactly what would happen.
The only question I have is, how do we make that happen?
I suggest Frankfurt to start with. The base is all given the Germans just need some international help. Everyone can even get away speaking only English. They've got it all. Demand, a river, an Airport, Banks, a few high risers, outskirts Villas, Lamborghini dealerships.
