Honestly, that is something for a Mexican with my Cyberdeck in a Crew.
The interesting point is that the business concept works through all levels of the Real Estate market and is based on a very simple base idea: Profit by Fit.
If anyone would buy the most infamous Manhattan Billionair's Super Slim tower and manage to fix with an as small as possible investment all 1,500 construction and design defects, they can make still millions in profit. To be honest, having all bills payed by a few hundred thousand over some years is still having a fine living financed.
To stay in the picture and the example, taking one of the problems such as the trash dump of the building, I want to explain the concept. Some guy took a standard straight squared pipe going all the way up the to top floors. Dropping a trash bag in there means that this very trash bag, I kid you not, breaks the barrier of sound before crashing into the standard New York trash truck container, which creates a significant noise hearable in the entire building creating an unacceptable noise atmosphere for an apartment building.
My Mexican buddy, that somehow cleared a few Billion U.S. Dollars ($3.1 billion, Fri Sep 19:36:10, Google AI), to buy that house then moves in with his Crew of Puerto Ricans and other Southies from various U.S. towns like Mexico or Panama City and Boston and their trailer homes and container workshops pulled by heavy duty dual axle pick ups into the underground parking to fix that dumpster fighter jet airbase issue first, most likely by splitting the pipe into three or four segments with each one large box.
To be honest, every banker that gives based on that very last phrase there that Crew no 4 Billions to cover material expenses on top does not understand the industry and is an idiot. That's about all of them... but at least one of them gave even more to a guy being an idiot of most outstanding kind in ignorance that hired a funny asshole of an engineer jerk without any further due consequences - ever. There is no way by having a walk through the civil engineering office anyone missed the "crack needles in the garden".

How would you stare at a CAD picture and miss that any other than by being high beyond recognition on really bad for you material, every single day?
The construction planning, land acquisition, and architectural design phase of 432 Park Avenue spanned roughly five years, from 2006 to 2011, before actual ground excavation ever began.
That is a quite long hard rave. 5 years straight including over time.
