I recommend developing and fast growing regions to copy the initial blue print and build more, but smaller airports even within towns next to business districts. Instead of expanding I recommend to analyze the traffic and split that up appropriately. 

You can massively upgrade regions by having dedicated 24/7 Private Airplane Airports and Long Distance Charter Hubs with daylight working hours operation limits thereby starting to adjust the system towards humans.
