# THE BINDING

### A narco-syndicate is using street gangs to pin Knight Errant in place while it eats the last independent pharma labs in the sprawl. The bodies are the bid.

**By Deke Marlowe**

SEATTLE — The first thing you learn covering the Barrens is that a corpse is a budget line. The second thing you learn is who's paying for it.

For eleven months I've been pulling thread on a pattern that every cop in the sprawl feels in their knees and no one in a tower will say out loud: the violence in this city has stopped being random. It moves in **waves**, and the waves have a schedule. Precincts light up in a sequence that has nothing to do with turf, nothing to do with the usual beefs. Redmond goes hot for nine days. Then it goes quiet, and Puyallup goes hot. Then Renton. Then back. Like someone is **moving a spotlight** across a map.

They are. And the spotlight isn't the point. The spotlight is the **distraction**.

Here's the shape of it, as best I can prove it: **La Cruz Dorada** — the cartel that came up out of Aztlan and into the UCAS through the port at Tacoma — has been paying a rotating cast of street gangs to generate *sustained, televised, precinct-saturating violence* in specific zones. Not to win turf. Not to move product. To **bind** Knight Errant. To fix the city's security contractor in place, zone by zone, while the cartel's legitimate face — a holding company called **Grupo Salubris** — quietly buys up every pharmaceutical lab in the Pacific Northwest that still competes with it.

The gangs call the work "heat." The cartel calls it something else. I've seen the memo.

---

## THE HEAT MAP

Pull the Knight Errant incident logs for the last fiscal year and overlay them on the pharma M&A filings. It's not subtle once you know what you're looking at.

Three of the four independent generic manufacturers in the metroplex received hostile takeover offers in the last fourteen months. Two are now owned, through three layers of shell holding companies, by Salubris subsidiaries. The third — **Cascade Therapeutics**, out of Everett — is currently fighting a buyout at a valuation that has been *systematically depressed* by what its own board minutes call "unexplained regional instability affecting key personnel."

"Unexplained regional instability." Read that phrase again. Then read the KE logs for the Snohomish corridor the week Cascade's chief formulation chemist was killed in what the Star called a "random gang shooting" outside a noodle bar. The shooter was twelve. The gun was a throwaway. The chemist was two weeks from patenting a cheap synthetic insulin analog that would have undercut Salubris's entire pediatric line by **sixty percent**.

That's not random. That's a **margin call**.

## THE MECHANISM

A city is a finite number of cops. That's the whole game. Knight Errant's contract with the metroplex guarantees a certain response density per precinct, and the corp is already stretched thin by the budget fights. You can't be everywhere. You *especially* can't be everywhere when a dozen neighborhoods are on fire at once.

So you don't need to beat the cops. You need to **occupy** them.

The gangs get paid in product, in protection, and in the cartel's good graces. The cartel gets a city whose security apparatus is running from fire to fire with no time to investigate anything that doesn't have a body attached. And while the cops are zip-tied to the hotspots, Grupo Salubris's corporate security — a polite term for men with very impolite augments — does the actual work: **intimidation of researchers, theft of research, arson of competitors' cold-storage facilities, and the quiet purchase of regulators.**

I've got a copy of what appears to be a Salubris internal planning document, dated 3 June, circulating among a small number of mid-level executives. It's titled **"OPERATION CROSSWALK."** I'm printing the relevant passage unedited:

> "The purpose of the street-level engagement is not territorial. It is **temporal**. By compressing KE response capacity in designated zones, we create a predictable window of institutional inattention in adjacent commercial corridors. Asset acquisition in those corridors should be scheduled to coincide with the second week of each engagement cycle, when municipal and corporate oversight resources are maximally diverted. **The violence is not an end. It is a clock.**"

*The violence is not an end. It is a clock.* Somebody in a glass office wrote that. Somebody signed off on it.

## THE MATH

Here's the part that should scare you more than the guns.

It's cheap. That's the horror of it. A street gang in the Barrens will generate a week of precinct-wide chaos for less than the cost of a single DocWagon platinum contract. The cartel spends, by my rough estimate from three separate sources, **under two million nuyen a year** on "heat" — and in return it has acquired, directly or through fronts, assets worth north of **four hundred million**. It has collapsed the valuations of its competitors by making their cities unlivable for their employees. It has done all of this without firing a shot that could be traced back to a boardroom.

And the beauty of it — the truly obscene beauty — is that the city *pays* for the response. Every extra KE patrol hour in Redmond is a line item in the metroplex budget. The cartel's violence is subsidized by the taxpayer it is terrorizing.

## THE SILENCE

I've been sitting on this for six weeks. I sat on it because I wanted to be sure, and then I sat on it because I was afraid, and then I sat on it because I found out something about my own employer that made me want to put my fist through a wall.

The Bleed is independent. That's the pitch. That's the whole reason you read us. But independence is a word that means "funded by someone who hasn't been caught yet," and two of our back-end hosting contracts run through a datahaven subsidiary that — according to a source I trust and a document I don't like — has a **minority investment** from a holding company that traces, three hops up, to Salubris.

I don't know if my editors knew. I don't know if it matters. What I know is that the story didn't run for six weeks, and that the only reason it's running now is that I told them I'd post it to every open node in the sprawl if they spiked it. So here we are. Read it fast. The node's already getting hammered.

## WHAT WE KNOW

- **La Cruz Dorada** is paying at least four street gangs — the Redline Kings, the 88th Street Locos, a Puyallup crew calling itself the Ash Boys, and a rotating cast of independents — to generate sustained violence in specific zones on a rotating schedule.
- **Grupo Salubris**, the cartel's corporate face, has acquired two of the four independent generic pharma manufacturers in the metroplex and is actively pursuing a third, **Cascade Therapeutics**, whose valuation has been depressed by "regional instability."
- A leaked internal document, **"OPERATION CROSSWALK,"** explicitly describes the street violence as a *"clock"* to create *"institutional inattention"* for corporate acquisitions.
- At least **one researcher** — Cascade's chief formulation chemist — was killed in an incident officially attributed to random gang violence. The shooter was never identified as anything but a "juvenile suspect."
- Knight Errant's response capacity in the affected zones has been **demonstrably saturated** during the acquisition windows.

## WHAT WE CAN'T PRINT

Three sources have told me the cartel has at least one **senior KE officer** on the payroll. I can't prove it. Two of the three sources have since gone dark. The third is in a DocWagon facility in Tacoma under a name I'm not going to say out loud. If you're reading this and you know something, you know where the dead drop is.

## THE KICKER

The Firebugs in this city — and there are more of them than you think — will read this and shrug. *Of course the corps are eating each other. Of course the gangs are for hire. Of course the cops are stretched.* They've already decided the house is going to burn. They just want to be polite about it.

I'm not writing this for them. I'm writing it for the parent in Redmond who's been trying to figure out why the shootings keep stopping and starting like a tide. I'm writing it for the researcher in Everett who just got a very polite call from a man who wanted to know if she'd considered a career change. I'm writing it for the beat cop who's been running from fire to fire for a year and has started to suspect the fires are being set *for* her.

They are. You're not paranoid. You're the **clock**.

The cartel doesn't need you dead. It needs you **busy**. And it's paying a twelve-year-old with a throwaway gun to make sure you stay that way.
