If I was a builder

I just read that salt water ain no good for concrete. That is because of the steel in it would rost.

But than, I keep wondering why do we still build bunker like facilities? Modern guns and cars are build using composit materials that are layers of different material.

So, I'd create an exosceleton by carbonised textile standard doubel T steel parts, hang standard welded metal container boxes into it, add a layer of thick plastic and create a thin coat of sea water concrete.

This way the strongest, but lightest material, yet cheaper than steel, carries the weight, the also cheap container structure adds to the stability and enables based on good planning quick builds with flexible interior, while the cheap concreate gives the sound and heat insulation by adding a layer of very dens material that puts its heavy weight on the exosceleton and the plastics is rost protection.
