Crazy me knows what I do and understands to ask if I don't. I am not the only one like that. All building sites are based on precise and detailed plans and a hirarchical structure of workers on the projet.
In some areas of this world major projects fail to manifest, even so strongly needed, because we do not know any other way to build.
Except renovators and restaurators that build up what remains.
This is Mossul and there are plenty of towns destroyed by mainly small arms and grenades dominated wars in this world. Others got stuck in development for the same planing reasons.
Most major project manager and engeneer companies would suggest to tear down the remainings and start all over new.
I say different.
First check the stability of the ruins and let fall down all that does not carry a human. Then clean out the area from all movable stones and dust using nothing heavier than a human. Next would be fixing the remaining structurs bit by bit using concreat and pipes so all can carry more than a human.
Towns and especially historc towns are very tight standing single houses and only the most solid walls and structures remain after a war like in Mossul. If these structures lean against each other, get connected to stablize each other, they become stronger. No plan can pe detailed enough to cover this complex system of remainings of what grew over hundreds of years.
The area needs to be devided in an octagon net to start the actual superstructure build process. Each cell of that octagon net has a cell master. Each cell has eight neighbour cells on the same layer and each, one cell above and below. The cell masters communicate with their sourrounding cells the build process to fullfil the commando given to their cell.
That means that in a cell of several ruins the first commando would be to fix the floors, or to install electric wirering for a future living place, shop or private or public garden based on a master plan.
The cell master will ask for the needed materials and make sure that every build step is coordinated with the sourrounding cells based on some guiding rules such as stability and build quality or sound insulation, which is checked by the project manager team that also provides the materials the cell masters ask for.
This is basically a beehive real estate project that requires less central, but way more local planning and collaboration working and creatin with each other than we know today.
Based on the static superiority of a set of houses the resulting structure can be way higher and more complex than the one that existed bevore the war. It could have more floors, even with pathways on higher floors, gardens and shops that did not exist before on higher levels creating a labyrinth of connected spaces to explore and live with each other. Giving shadow and space for solar energy spots, creating micro climats to rest or work, in a human beehive, way more resistant than any town we have today.
