It appears that Kartells are already taking ground in our drug centres and Police will soon face a new more international level of operations. They need arguments or at least real fire power.
Along, the main companies might become target of higher levels of the same and other international operating organisations coming from areas in which the nation is only the other gang and treated as such. That is fair play and a lession many will fataly learn.
As a matter of fact, most of these organisations do not know paper work and none of their representatives hides behind the system. They all stand up for it.
This would mean a fair competition of force and create a dark republic giving space to create a more complex world in which noone can rule. Especially no one that needs strict top to bottom order hirarchies in which only the willfary survive.
