The belt is created in several steps. From plants that can deal with little water while growing changing the micro climate to then give ground for grass that will build up fertile soil creating farm land. In times of peace huge areas can be turned green, if seeds would be brought out in airplanes and trees planted with farming machines.
This way wide areas are created that turn over time and by effort green pushing deeper and deeper into the desert.

This is about to change, because the area still the poorest and least developed turned playground for the super powers of this planet.
It means that the existing areas have to be fortified and turned into green strongholds by creating water management systems with springs, small channels and possibly even river channels, water reservoirs, small pathways with trees planted asides, micro climate improving fences from bushes and solid build safe houses for travellers and workers of the area serving as resting stations creating a network for more humans coming into the existing areas while the outskirts will face Guirilla battles of the domestic and alien forces.
