There is a huge difference between the US soldiers operating on the ground and the diplomatic choir in negotiations covering regularely missions of the clandestine CIA department that are based on very different principles than the US military code of conduct.
The Governement of Niger will have most likely good reason and comprehensive intelligence to ask US CIA drone operations covering as US military operations to leave the country from an area that hosts a profitable, yet vulnerable development project most important for all Nigera, the entire greater region, continent and the overall planets climate.
The Green Belt Initiative, a huge project in scale of impact hard to predict for the long term, pushes back desertification and creates green agricultural land that can in only a few generations create food for millions in regions with strongest population growth and change climate change impact. The projet stretches form coast to coast and has already managed to turn sand desert into furtil farm land, but is under threat by bad nomads that came only as early as the 1960ies into the region excelling desertifacation by bringing new lifestock historically alien to the area, extremists kidnapping gangs like IS, ISIS and Boko Haram targeting newly build schools and their children and also bandits steeling the farm cattle and harvest.
Niger would not ask the CIA to leave, if they don't feel exactly like the US military on Afgahnistan.
So, do you prefer to stay in coffins, back in the Washington white privilged communites, or focus on the Russians?
