The core problem of German cultur is that they do not understand the difference of Executive and Juridactive forces in a legal system, but only authority.
Police is the Executing force, but only in all secnarios in which there is something to enforce based on priviliged authority. They have the prvilige to drive faster than speed limits and block traffic, bear arms and use them and arrest humans.
That is the difficult part for especially Germans: They may not judge.
Real Policing is based on being called upon citizen request in cases of emergency. A broken traffic light is no broken law, yet Police will come to guide traffic until the light is fixed.
Without anyone accusing anyone else they may not intervere in any free citizens activity, instead they perform ID checks and therefore temporary arrests and investigations deep into citizens private sphere, even so they serve a Republic in which the People is the actual authority.
Obviously, as much as SS men founded these services, serving civil rights is not the real intention and reason to be hired into any National Police.
Therefore, if a citzen calls Police on any crime, they have to respect the citizens rights and take protocol of all aquisations and the situation for a judge, but not perform any arrests or limit citzen rights based on their own judgement without consulting of a real judge.
In a Republic all rights are given to the public including the use of force or freedom of movement. The human rights advances of the French Revolution and the Declarence of Independence of the United States of America are all lost over two World Wars and a Cold War and the very problem is to whom.
