Dubai is gonna die. Obviously, the climate is the main point. A lot of sun. Then, they don't produce enough water for aggriculture and trade based food imports are bad.
Except, that the Emirates are a Nomad people and always traded. That they never had lots of aggriculture and Dubai was all about financial independence from the Oil industry and its nuclear war attached as soon as one side gets too greedy.
You have enough Sky Scrapers, but a lack of Oil, so....
There is a good chance that Dubai turns itself into a reserach place for town development. Most large towns with incredible growth rates are in comperable climate zones and rich people will honestly complaine every opportunity giving great feedback.
On energy, I see neither solar cells in massive use and not even a low Tec upwind windmill (solar updraft trower #gfyCIA), but I know that other Gulf Kingdoms invest in Algy research for liquied fuels, solar cell development research and even town construction design patterns to create winds making the temperatures more pleasent.
Imagine Dubai starting to build solar cell roofs inetween certain bussy high risers over public places to create energy, shadow and a constant wind lowering the temperatures becoming even more attractive to visitors.
Imagine the Dubai Mall stretching out to entire systems of sealed and climatised recreational places in living and office areas with gardens imitating other climate zones, restaurants, playgrounds and shops that well insulated keep the running energy efforts limited to a maximum.
And all Indians founding even more companies to export that technology to Mumbai. Kalkotta, Kairo and Bankok....
