Look at YouTube. The number indicating the amount of views is a database entry.
It is possible to disconnect the script that adds one point every time any user clicks the video demanding it from any server of the YouTube Server Farms and connect that specific one with something else.
It only needs the appropriate user rights and a front end to have that done with only a few clicks. Otherwise, if that user capability does not exist, because no-one programmed it, someone with Developer Administrative Access Rights or someone on a low level at the Server Farm would need to change the YouTube code on the server controlling the database entry.
The more complex the system is, the least likely will anyone ever get his user access back of the account that was deleted or reestablish a set of accounts with the entire account privileges after they were removed as such reenabling anyone to perform such manipulations and the amount of humans able and capable of going unnoticed through millions of lines of corporate code is extremly limited and not possible on a live maxhine without a noticeable update.
The more independent Blockchains are connected in more different ways for backup or more access points in especially encrypted ways, the more complex the systems will become limiting the amount of humans able to maliciously abuse those.
