A WW2 submarine can be as fast as an Offshore raceboat and if foldable wings added use ground effect. Just for a tower there is no need having an offshore race boat cabin ontop.
If they fit two short standard containers they'd cover as small fast freight ships diving through storms in eg The North Atlantic or in Typhoon Season.
It would end European prostitution and human trafficing world wide. Their gear will trace them.
