What they need is a spot for their clientele. Their fans are about to go broke or always were broke, in majority. The big guys of that scene are all part of a Gang, dominantly a Rocker Gang of the main Clubs.
The guy that catched some Nazi 9mil bullets in his back was one of them and they all have that problem of rolling dices on getting into a place every Friday again.

What they should do is take cash in their hands and buy an Industrial Hall next to a bus stop or Subway line easy to be found.
They put a bar into it serving reasonably priced alcohol and other drinks. They put in simple lounging furniture that well can look fucking Punk explaining the price tag and that there are no bouncers deciding if you get in, but clean the toilette three times a day with a Kärcher and some nice smelly soap.
Now the trick is, that the furniture is assembling Gang space and as such also shows a hierarchy of gangs. That could be by being close to the bar or by being put on level like stages. These living room like spots with a low table in the middle are seperated by see through walls made from e.g. plexyglass. That way, each can see each other and do the staring game so important, but throwing, spitting or insulting gets more difficult and they are all lazy bastards, for real.
The top spot, the prime position is filled by a crew of big guys having overwatch. Walking up to them needs to pass by several rows of lower tables, possibly taking a turn or two, but the spot is visible from all other spots, yet through several see through walls and has a possibly a back entrance. It is the only spot served from the bar, but at the bar has to be ordered.
The spot is a chill place for either after the Club night, before the Club night, as a catch up place for a failing Club night or instead of being bored and must show culture related excitements like German Rap Video Clips, Public Viewing of Football from everywhere, Street Sports, Martial Art Sports, have Graffiti installations from artists and even a low price merch shop from brands and other related stuff.
The fame guys having invested combined into that place or these places should have a browser window open watching the CCTV cams...
It will feel a bit like La Haine (how did they get the car in) and could be rather cold in winter and hot in summer, but it must be a place where always some is chilling.
