I assume that major parts of these guys are depending on Polizei gear. They turn their heads towards where the gear is, as simple as that.
These guys are plenty in TIE and run most parts of the Nightlife in especially the Centers. I always wanted to build a parallel Carpe Noctem Underworld way off the Centres, hidden, save, sober, but anyway.
Offering them a better deal means a few things.
