there is a great chance that ICE did take away from humans their implied constitutional right to naturalize. If workers are payed below minimum wage and in even more ways exploited they employer must face the same charges as having broken the law against U.S. citizens, because of having acted exactly as that King the Decleration of Independence and later the Constitution were manifested. 

The complexity of a matter may not denial the Constitution remaining in effect at any given moment of law enforcement to avoid any King or figure alike coming back reaching for power. The law must be improved until its execution meets both complexity and constitution.

If a human did not break any law, but fell victim to exploitation, and the law the human is accused of breaking limits its ability to become naturalized as indirectly granted a chance in the Constitution by missing laws defining naturalization rights and rules, the principles of the Deceleration of Independence come into place right up looting those restaurants to throw their furniture onto the streets that acted like a tyrannic King long dead, but not forgotten.
