They use a term: Half Knowledge (halbwissen). I had to face it by teachers having doubtfully achieved degrees when I said other things than what the school book said, regularly in school. They won't be able to state that the Russian double rotating wings increase the lift, but also create a way higher and larger profile when staggered being therefore an easier target in the battle field.
Each design has pros and cons and choosing the appropriate one depends on the skill set and mission objectives of the using force.
In a society that is based on the delusion of Survival of the Strongest, while life and especially survival is based on Survival of the Fittest no one can conclude correctly.
Eventually, they will given that understanding life is key to live, fail by using bad tools...and this is what happens now. Their Royalty, their Military and now their Economy, Policing and Secret Services.
