This was a targeted arrest based on clear legal grounds. A destructive individual disturbing the good peace was arrested to be exterminated from U.S. soil and the community he abused.

How did someone without an ID and carry licence come close ready to start a fire fight securing the get away of that individual and have moments later a mob arrive?

So, to let you understand where you are: During The Troubles in Northern Ireland the Provitional IRA covered it's Commanders by lower ranking Community Guards. If SAS would attempt an arrest or assassination they would engage them into a fire fight and mobilize the community to block supporting troops using none leathal tactics comperable to Mahatma Gandhi's system, yet protecting the armed an armed part.
