 It is not that hard. It is called Water Collection Reservoirs. That means that the Farmers need to buy diggers. There are systems for the Tractors. Each goes looking in the dryest weeks for existing ponts.
Like, in some of the Vid a tiny river runs still with some Green alongside. There, everyone creates ponts using plastic foil being a few meters deep. Ideally it is plenty of them about the size of Garden Lakes a few meters in radius and distance that can be sealed off by little gates from the river.
Those can be from metal and designed for watering or drainage systems or as low cost as plastic containers that have one side cut open and a well looked for head being digged in.
In the villages and towns the existing water reservoirs in the cellars get a sibling connected to the roof pipe to collect rain water. That will serve cleaning and waste water or if cooked and distilled also as drinking water.

These systems all can run with AliBaba solar cell run pumps. Plenty small over few large and some guys turn repair and maintenance on dirt bikes.

PS: We are going Sub-Saharan Climate. By no Atlas mountain range more like on the south side of of Atlas than as in Tunis. The clouds rain off at the Alps, not before. All dry soil crops or water dripping systems. Soon, a large tanker filled up with Alpine Snow will be affordable in January for Palermo...a few years.
