This map is only an indicator.
It shows the most densely populated areas and therefore the economic centers. The red spots are home to the working.
Those are the rich, the working wealthy and the working poor. They are also the places for all crime from Police corruption, Syndicates, Street Gangs to Junkies.
Given the current situation of starting chaos everyone with an Alpha Complex will start to try dominating the other group. Police against everyone, Organized Crime against Police and Street Gangs affiliated with other Syndicates, Junkies with non-criminals. The special part of Europe is the politics part. That means that also what Americans would label as White Supremacists and by now also in the USA known Anti-Fa join the conflict way beyond "Rallys".
There is nothing to stop that. It is overdue for a long time and the more the interior Secret Services fail to take down leading heads of any those groups the more Police to Anti-Fa (based on mentioning) will renegotiate their status.
Business is much less important in Europe than in any other place of the world. Just recall Roman Cruxifications or Nazi Gas Chambers and understand that domination is the driving force here.
Within the bright spots on the light pollution map each group has its stronghold in reach of a subway or car ride from another. They will come in groups against each other striding through all parts of the working. There is little small gang actions and a lot of speed dial buddies around for all and each of them. They call backup the moment grapping their phone. The quicker they arrive the more dominant the group is in that place.
Here, there is a great chance they come to the neighbour door, instead of to ... which is predictable if knowing the neighbours and their potential adversaries if having received no invitation.
